The report says the State Department decided not to extend the team’s mission in August 2012, one month before the attack.

At the same time I saw this:
"As far as Mr. Hicks knows, the ambassador always wanted more security and they were both frustrated by not getting it," Hick's lawyer, Victoria Toensing said.

And when he turned down the offer, was US personnel or locals that they were offering. That might have made a difference but I do not know that. I just know some protection offered were locals and could not always be trusted. I don't really know.
