If people in the Obama Administration used the phony dossier to obtain a FISA warrant...knowingly lying to a Federal Judge to do so...should they be held responsible for what they did?

From the bits and pieces that I've seen, it looks like Mueller is confident he can get Trump on obstruction.

As I understand it, that would only be the conclusion of his report, so what would happen next is up for grabs.
