Again, nothing in the article says anything about hiring based on the color of someone's skin. You are jumping to conclusions that aren't there.
The issue isnt the race of any potential person in that position. The issue is that position exists to begin with. It shouldn't.
IME , those positions seem to always go to black people and I agree with your last 2 sentences
