I think you put too much faith in the person of the President. it isn't the president, it's the team he brings in with him.

If Hilary brings in the team her husband used, we'd be in pretty good shape.

I also dispute that Obama has been a lousy president.

Bush was. He found a country at peace, prosperous and wealthy and left it at war and impoverished.

It's time for a president whose number one priority is the safety/security of this country, who is humble rather than self-absorbed, who can reach across the aisle and work with the other guy(s), who can admit when they are wrong, who does not divide or belittle those who hold a differing pov, who believes that America is and shall remain exceptional, and who - above all else - actually possess the skillset of leadership.
