Israel has to be very careful... right now they have an open line of communication and cooperation with Egypt... so they don't want to flood the border with refugees but they must take out Hamas and remove them from Gaza....

What I would do is open one way in or out of Gaza and then station supplies there.

Drop leaflets in Gaza that read, If you need food or water, come to this gate.

When they show up, a condition of getting food and water is a statement regarding if they know of any Hamas in their building or block. If the answer is yes, then give them 1 day's ration of water with the promise that they will get that and more, along with food, if they take this gun with a fully loaded magazine of ammo and go back and kill the Hamas.

Bring proof of his death and you'll get everything you want, including passage out of Gaza and into Lebanon, Jordan, or Egypt.
