But the way the report was written was not written as a private report to the AG. It was written full of innuendo and suggestive statements obviously intended for the press to use to keep up the witch hunt. And so much of it had been leaked that the AG had no choice but to put it out there for public consumption.

There is no authority, no law enforcement officer, no court, no investigator, no judge, no jury in the land who has the authority to exonerate anybody. The proper term is guilty or not guilty or insufficient evidence to convict which translates to not guilty in court.
