So lets look at our friend on the right:
World Health Organisation (Controlling the Outbreak)
They have spent years undermining the UN and WHO and cut funds to them in the start of the decade:

The budget to control this type of outbreak was halved, the WHO had to let some it's best staff go. It is not only US who cut but also other richer countries around the world.
These outbreaks are about being mainly proactive not reactive... We had a game plan for this and we cut the funding to it...
NIH (Proving a Vaccine)
The GOP have also a pet hate for Government funded research.. You know 'the market will decide'....
This funding cut was passed down so programs like creating an Ebola vaccine.
Now repercussions of their actions have arisen they are blaming someone else (default: Obama). Honestly like your advice in the middle east (previous history has you invading Iraq), we should listen to adults not the idiots with the mic on Fox...
Going forward
The solution here is simple, we got a scare. Invest in the cure, a fair few africans will die but us rich folks are OK, fund the UN & WHO properly, listen to actual epidemiologists of actual standing not the one who shouts in the Daily Mail.
If really worried give the WHO enough money so they can hire back the 300 people they laid off recently and secure the borders from within the affected countries.. WHO has a very good experience and history in this area.
If it helps the GOP, think of this a defense research, only the guys we are against are tiny but plentiful..
