Prosecutor gives a number of reasons.

Full co-operation suggests clear conscience
Biden regularly dealt with classified documents, so it would not be remarkable.
Documents looked to be untouched for many years.
Lack of any mention of said documents later on
Lack of evidence about how documents got where they were discovered.
And yes of course, poor memory everyone knows Biden has.
