Absolutely. Those people are required to PAY for them when they are not on them. Why would they not take advantage of a program the government is making it illegal to not financially support (as not paying your taxes is illegal).

The problem with SNAP, welfare and other programs are not in the people that use them but in the way they are managed/administered. The governments 'solution' to a problem is rarely an actual solution instead of a band-aid. They treat symptoms - not problems.
