The million dollar question: What is Wikileaks waiting for? Publish the darn things. We know that Assange is not a Clinton fan, so why's he been holding off?

The ideal time to publish them for maximum effect would be about Oct 15 - 20

He said he is going to release the documents piecemeal. He likely wants to time the releases when he think they will have maximum effect. He should sandbag the most damning ones until late October.
