The simple way of looking at this is: When in a boom contract spending, during a recession increase spending... Taxes have a limited effect especially if low like in the US, they don't effect spending habits enough...

Trump ran a recession deficit (close to $1 Trillion) during a boom and actually increased it...

This is why Congress & Biden has fewer options when entering a recession...
