Leave Korean Politics up to the States?

Can we leave to the States politics in Korea? Do you guys know this? We should note what Presidents have done lately with their Federal Government with Korean politics. The President Teddy Roosevelt sided with Japan over Korea during Japan's invasion. The President Truman himself did not ask congress for a Police Action in Korea and sent troops. The President Eisenhower manipulated our domestic politics and made a Korea they wanted in South Korea. Korea has ben a personal playground of Presidents without oversight and no news or even general information about Korea can be given to Americans because its political in school. All States deciding together what they should make of a Federal government would include Korea on a lot of problems.
Koreans aren't playthings either. They are having to deal psychologically with Japanese conquerors behind American "militaristic liberty" and "regime building". There's many questions about the American occupied Korea to the international world. International agreements since 1885 should be enforced between America and Korea. States get put in their place nowadays. The Korean government would not stand the humiliation of being a US State that would answer to the President.
