Each state is supposed to have an equal say, no matter how many people happen to be in that state.

As for your racial hypothesis, that is totally wrong.
The largest populations are in CA, NY, FL, etc., and even though the national population is 12% Black, CA is only 5%, NY is 13%, and FL is 14%.
The states with 25% to 40% Blacks are places like Georgia, Alabama, etc.
The electoral college greatly increases the value of Black voters.

The charges are not legal and not based on law.
