Oh, that's hilarious.
They're claiming that the blue flashes are from the NEXRAD weather radar system.

"The NEXRAD system detects precipitation and wind, and its data can be processed to map precipitation patterns and movement."
NEXRAD has radar, we've used radar since WW2 and it didn't control the weather before, and it can't control the weather now. The radar merely sends out information like bats and then what comes back tells them something.
And the video "claims" that the radar is repelling the storm. But, in the storm on the video there's radar going off on all sides. Why would you repel from all sides? What would you get from that?
The "author" (I use the term exceedingly loosely) of the video is Greg Reese. He claims to be a "Reporter, historian, author, and broadcaster;"
I guess the last two aren't difficult, you can broadcast anything to be a "broadcaster" and an "author" doesn't take much either, especially with self publishing on Kindles and the like.
He's supposedly an author for infowars which is "an American far-right[2] conspiracy theory[3] and fake news website[1] owned by Alex Jones"
