I just watched the video, if you watch it, you'll see he was talking about influence in foreign policy, and the reporter even asks about the withholding of funding because of the server issue. That is what mulvaney was responding to.

Also, there were two different trains of thought going on during that exchange. There was the reporter asking about the server, and Mulvaney talking about norms of foreign political influence.
