The Democrats and the Republicans colluded a long, long time ago to take America to a single payer health care scheme. The Republicans completely abdicated on the issue of health care and rising costs, which is their way of handing it all to the Democrats.

By the way, national health expenditure is not the same as health care inflation. Your chart might as well be saying that the people are not getting as much health care. And given it had to be formulated that way, I bet that's what is going on.
