Ok but what's the context? That seems like a snippet of a quote and not much of anything surrounding it. Some babies are born with health problems and psychological issues that pretty much guarantee them nothing but a short and painful life. Why shouldn't mothers and doctors in those situations be given the discretion to make their children comfortable in what time they have rather than forcing them through traumatic surgeries for slim possibilities?

That's stupid and a glaring misunderstanding of what checks and balances means. If the Supreme Court were self regulating it would put them about every other branch. The Supreme Court can be regulated by Congress in terms of legislation, appointment and impeachment.
