The power is one of overriding the will of the people of a given State who's majority vote for one presidential candidate amounted to their State voting for the loser in their state.

But it's being done to counter a president being elected in defiance of the country's will. So thats not a compelling argument, IMO.

The EV's would be created in such a way that disenfranchises the majority in a State that voted for one candidate and had their EV's go to another.

The EV's under the compact would be decided by a tally THAT DOES NOT OFFICIALLY EXIST.

There is no mechanism, no agency, no certification method for a national vote for president.

The Mechanism of Presidential elections is a population weighted average of a tally of the STATES. By the Constitution the national "will" via the state by state vote tallies are meaningless.

You want to change that? Amend the Constitution to create a constitutional framework for a national vote for President.

Anything else is shitting on the document for cheap political gain.

Let's go back a bit. Since 1992 the Democrats have won the popular vote on 6 presidential elections vs the Republicans 1.

In the 9 Presidential elections since 1976, the Democrat won a majority of the popular vote just twice; GOP, 4 times.

1) no new government institution/apparatus is being created

2) no new power is being granted to states that they do not already possess

I still can't see how these compact states can get around Article 1, Section 10, Clause 3:
"No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay."
They even CALL it a compact. It's like they are daring the SCOTUS to shoot it down.

Most Americans want to go by the popular vote, the EC has shown some chips in the armor.

Polls like that ask the question to get the positive answer. If asked HOW to do it, the results wouldn't be as clear cut.

You're obviously confused about how they do it, that's for sure.
