Many students age 17 to 23 find themselves stuck in the middle. They can't qualify for the $500 payment for their parents because they're too old. Yet the rules for dependents apply for college students under age 24, so if their parents still provide half or more of their financial support, then they'll often get locked out of the $1,200 payment.

I'm no fan of Trump, but I have to say that, after reading your link, I have no issue with any of that. The criteria for who will and will not receive a payment seems reasonable to me.

Even if it is counted as regular income, the stimulus check for a disabled person who has no income other than SSI, disability, welfare, etc., is not going to exceed the standard personal deduction for regular income, and no taxes will be owed on it in that case.

No doubt we'll get an updated 1040 next year, and all the popular tax prep software packages will be updated.

My understanding of taxes ( a subject I know very little about) is that if a person were on Social Security and they receive outside income, then the Social Security payments are considered income. Presuming that to be true, the stimulus checks would cause people to be paying on thousands of dollars they received, of which no taxes had been withheld and would exceed the amount of the stimulus check in taxes owed. Or am I not understanding this right?

If those checks are their only source of income, they are exempt from filing a tax return. So, April 15 of next year they might be taxed on all that money and owe much more than $1200. I've asked around and nobody has an answer to that scenario.
