This is not that hard. Embryonic stem cell research was never banned under George Bush. In fact, all federal funding for embryonic stem cell research was not banned under George Bush. There are 64 embryonic stem cell lines that have been available for federally funded research.The only thing Bush banned was funding any NEW stem cell lines. Basically he said that his administration would not fund research that would harm any new embryos. ( that would have been illegal under Dickey anyway )
