Several of those signs appeared in front of businesses in San Francisco, although they weren't posted by the city. It's not known who the joker was that posted those signs, but they are hilarious and do make a good point.

The signs were also correct. Thefts of under $950 are no longer prosecuted as a felony.

The value of the property must not exceed $950. “Any other entry into a commercial establishment with intent to commit larceny is burglary.”[1]"
