It's not a black and white issue. This isn't "you have social security, you WILL be less poor".

Some people do well out of this sort of thing, others do worse. A balance needs to be found.

Education, making welfare for those who have paid into the system, rather than just for freeloaders, job opportunities, directing jobs towards a certain market and directing education to those jobs, this sort of thing helps.

I was a youth counselor for 15 years. I had extensive gang training. For Some All is not all it seams when an urban youth joins the military. He may join b/c he wants to join a violent gang upon discharge. It's that gangs form of initiation
