A law doesn't bring people out of poverty. Actions do, and by that I mean actions by the people seeking to elevate themselves. Sitting around waiting for government to do something hasn't worked in decades.

Some people will always be in poverty. Poverty in America would look like prosperity in poor countries.

People who have nothing to live for, don't care if they live in a mess, don't care if they're fat, don't care about much in life.
