No, it is not uncommon to have a high participation rate and low unemployment.
In 2000 for example, the UR was at 4% and the PR was at 67.2. Ideally we would look for just that. As a high PR and low UR are traditionally a sign of a truly strong economy across all sectors.

PR = Labor Force / Civilian available labor force = Employed + Unemployed

UR = Unemployed / Civilian available labor force.

Further there is also evidence that UR and PR tend to be more inverse than not...velly iterlesting!
