Articles of Confederation were basically Democracy...Many of the original 13 colonies didn't buy into it which borne the original Amendments as gurantees that the sovereign rights of the States and the individual were assured before they would ratify the new government.

(And a good reason why the Federalists/Anti-Federalists were published)
