Republicans have worked out a number of methods to prevent the Obama-government from functioning. The best one, was the simple shut-the-government-down method. Their latest one, of closing down Congress, but leave an out-to-lunch sign has some merit, but some see through the ploy, particularly when the Supreme Court gets involved.
 
The Court ruling was against the President, not Congress like you are trying to do.

It is to distract from the fact that Obama broke the law and violated the Constitution by appointing people while the senate was still in session.
