The economy did not recover. According to your lack of logic the price would have stayed at $1.45/gallon. Instead, by May of 2009 it had already increased by over 40% to $2.
And the price drop began in July of 2008 but the housing market collapse didn't happen until October.
This is completely on obama energy policy. Do a little research. I rely on memory because it hasn't been that long.

The price of gasoline in my locale on January 11, 2009, was $1.39 and in the middle of the country it was $1.35. By January 23 it was already up to $1.79. I drove cross country and back over that two week period.
By May 2009 it had reached $2 and kept climbing. All as a result of obama's promises of reimposing drilling moratoriums and the scrapping of W Bush plans to increase exploration off of both the Atlantic and Pacific coasts as well as increases in the Gulf.
