What is more likely, is a return to paid private security forces like those that existed before police departments. Municipal police departments are a relatively recent thing. In Brazil off duty police and hired enforcers would hunt and kill feral children. I don't know if they still do that. It would be an ideal way to deal with shoplifters and smash and grab.
