Correct. For one, Obama was president, allowed to conduct diplomacy as he wished. Secondly, nobody is accusing Trump of collusion with regards to diplomacy while president. The accusation now is that Trump appears to be fearful of condemning the actions of Russia.

No it wasn't. If you understood that things move slowly in government, and when a foreign country asks for something, it takes time. Obama said he would have more flexibility after the election probably because he knew what Russia was asking for would take more time than what he had left on his first term.
