Obama have used what, the filibuster?
the filibuster is only in the Senate rules...a president can not invoke it, if that is what you are asking....
What the nuclear option is, the party in majority, could change the long standing rules of the Senate for 60 votes for a Supreme court Justice by using the filibuster to extend debate, and with just 50 votes, or simple majority vote, the nuke option....would change the Rules of the Senate, to eliminate the filibuster, the need for 60 votes to extend debate....
even with the filibuster, the 60 votes to extend debate, once cloture happens and they have 60 votes to end the debate, and actually vote.....the Justice up for vote would only need a simple majority to win the nomination appointment.
All the 60 vote filibuster does, is EXTEND DEBATE until they can get 60 Senators to agree to go forward to a VOTE.
