Should Russia step UP or step DOWN? conflicting reports from the same US officials

US/EU officials including John Kerry kept saying Russia should step down, and now I hear Kerry and others telling Putin to step UP. which one is it?

And apparently only the west knows how to deal with dead bodies, but where were they to deal with dead bodies massacred by US/EU backed Kiev junta:

After watching this video and about 50 others just like this one over the last month or so, it seems quite pathetic to see people jump all over sudden over the passenger plane downing - the civilians slaughtered in this region did not chose to fight either.

So why was the Malaysian passenger plane derailed NORTH of it's original course and by WHOM? I strongly suspect by Kiev government since it was derailed over Kiev junta controlled territory - I DON'T think the REBELS or the Russians said "hey, hey come this way, it's safer" I suspect Kiev junta wanted to create this scenario to show how barbaric the separatists are
