IIRC, he put the cigars back before leaving.

I thought there are an APB broadcast stating that he literally stole the cigars. A video shows the store owner (manager?) attempting to stop Brown from leaving the store but Brown bullied the man in a menacing way. I haven't heard anything about Brown returning the cigars but wouldn't be shocked to hear that his buddy "witness" planted yet another false account.

Johnson was interviewed and clearly stated that Brown stole the smokes.

Why would he lie about that?
