The Israeli military suspects that munitions or some other combustible substance caused a secondary explosion and subsequent fire at a complex housing displaced Gazans in Rafah, following an airstrike aimed at two top Hamas terrorists.
The incident resulted in the deaths of Palestinian civilians, and the investigation is ongoing.

The IDF in a preliminary investigation: Hamas ammunition caused the deaths of civilians in Rafah.
The army began to investigate the circumstances of the death of about 45 Palestinians in northwest Rafah. Hamas blamed the IDF, but the initial investigation states that the IDF did not attack there at all.

In the recording published by the IDF, one of the speakers is heard saying that "They say that they (Hamas operatives who were eliminated) sat in a meeting, and that there is (a facility) and in addition, there was ammunition that started to explode. Bags of money were scattered in the air." The interlocutor is heard asking if "this (the ammunition that exploded) is really ours?", and the first speaker replies that "Yes, it is an ammunition depot. The bombardment of the Jews was not strong, it was a small missile - because it did not create a large hole, and then large sub-explosions began."
