Although they have been dispersing from the National Stockpile, so I don't think there's some stance the federal govt is taking that says the states don't get access.

Kushner isn't the govt. He shouldn't be out front in this situation at all, IMO. He can advise Trump all he wants, but the people in charge of administrating the stockpile are the ones actually handling it and if anyone should speak to it, they should.
