I don't think so. "Very unfortunate" is when some harm befalls someone who has not done any thing to deserve it. This is intentional evil, not misfortune.

It is not a "teachable moment" because it is implicit and obvious that doing such a thing is unacceptable. No one needs to be taught not to do this, and in fact, it would not even occur to anyone who is not a total reprobate.

Why can't the school just say that this one kid has done something despicable, and he will be punished, hopefully to such an extent that neither he nor anyone else at the school will do anything like this in the foreseeable future.

Teachable moment, my ass.

^^^ Other people can learn from what happened. That is why I have not done plenty of things in my life. I saw what happened to those who have already done them things.
