The Directors of the NSA and FBI have already testified that BEFORE the information was released, BEFORE the Americans were 'Un-Masked', the information collected - to include their identities - had already been deemed to be of 'NO FOREIGN INTEL VALUE'. At that moment the information became PROTECTED Classified Personal Information and should have been protected from release.

One of Obama's ex-staff members already declared the decision to illegally release the information leaked to the media was based on 'THEIR' decision / opinion that 'not enough information is getting out there', despite their knowing to leak such information was illegal.

Sharing protected personal information of NO INTEL VALUE to Intel Agencies, counting on them to illegally release it for political reasons, was wrong. I will argue that asking for the release of PROTECTED classified personal information KNOWING it has NO foreign Intel value for the sole purpose of damaging an opposing party election candidate or to undermine the newly-elected President and his administration for purely partisan / party benefit SHOULD damn-well be illegal.
