It can be cleaned up if the Drug Cartels are wiped out.Some of the beaches are awesome .. others not so much. For the most part, cruise lines have stopped going there due to crime and kidnappings. The only place I'd feel semi safe anymore are Cabo and Cancun.
The wife and I went to Cozumel 25 or so years ago. Great snorkeling, but when we'd wander out to pass by even the very nice hotels like the El Presidente where we stayed, the trash in back of building was piled a mile high and smellier than hell.
