There is no one "certified" to make that determination. They simply counted the ballots where the voter wasn't registered in time to vote or where the voter never requested a ballot. They can then shift people from polling place work, to tabulation work.
They also have to shift the poll workers to do ballot certification. And with the polls open for 12 hours, assuming two 8 hour shifts to cover, that means by midnight, (2am with overtime) their folks have to go home.
