Because Trump has been busy doing other things, and this Biden thing was planted in the news by the media so Trump would notice it, and it's designed to give Democrats an excuse to start talking impeachment instead of Recession or Russia.

Notice the following:

• The video of Biden bragging about bribing Ukraine over his sons job comes out
• The press breathlessly announced that a secret whistleblower has filed a complaint against the president
• Calls for the transcript of the call are made public
• Nancy Pelosi runs to the mic and announces a formal impeachment inquiry before Trump released the transcripts
• Trump fucks the Democrats by releasing the transcripts too soon
• Adam Schiff-face reads off a fake dialog about threats and Quid Pro Cuo that doesn't exist in the call, yet enters it into the official record
• The media ignores the transcripts and reports the fake dialog instead

Turns out this is just a campaign tactic being used to start up another fishing expedition. Trump can't face his accuser and thus can't defend himself properly.
