The biggest issue is the cost of the response by law enforcement he caused. That and the fact that several households had to be locked down for 2 hours while the police checked out the package.

He's a dick and will be held responsible.

I'm also wondering if manure from a farm can give a false positive for explosives when tested with a "sniffer". Supposedly he runs an organic farm, so Ammonium Nitrate is probably not used, but I am curious if manure can give a false positive on its own.
