Prop. 30, approved by voters in November 2012, raised state income taxes retroactively to Jan. 1, 2012, on singles making more than $250,000 and married couples making $500,000. It raised rates by one, two or three percentage points through 2018, bringing the top rate on incomes above $1 million to 13.3 percent, the highest in the nation.
Bryan Goldberg, who founded the Bleacher Report sports website and sold it to Turner Broadcasting for about $200 million in mid-2012, is moving his primary residence from San Francisco to New York this year. A major reason, he says, is Prop. 30 and the way it was applied retroactively.
Lee Schneider, a hedge fund salesman who works from home, also cited Prop. 30 as the deciding factor for his move from Walnut Creek to Austin, Texas, in 2012. The California native had recently built a $2 million house at the foot of Mount Diablo and took a loss on the sale, but I can make half of it back in one year of tax savings, he says.
Schneiders neighborhood in Texas, which has no state income tax, is full of cars with license-plate frames from California dealerships. On a flight from Austin to Los Angeles shortly before Christmas, 11 of the 12 seats in the emergency row were occupied by people who had moved from California to Texas, he says.
Gov. Jerry Browns budget proposal released last week estimates that Prop. 30 alone will generate $5.7 billion in additional income tax revenues in fiscal 2014-15. That represents 5.4 percent of total general fund revenue, projected at $106 billion.
The budget makes no allowance for migrating millionaires.

It shows that the political out weighs the needs of the people. They have a levee system that is old and degraded which controls most of the water supply to the entire State.
They would rather have high speed rails than ensure the protection of the State's Water supplies.

Toyota Motor Corp. plans to move large numbers of jobs from its sales and marketing headquarters in Torrance to suburban Dallas, according to a person familiar with the automakers plans.
The move, creating a new North American headquarters, would put management of Toyotas U.S. business close to where it builds most cars for this market.
North American Chief Executive Jim Lentz is expected to brief employees Monday, said the person, who was not authorized to speak publicly. Toyota declined to detail its plans. About 5,300 people work at Toyotas Torrance complex. It is unclear how many workers will be asked to move to Texas. The move is expected to take several years.
Toyota has long been a Southern California fixture. Its first U.S. office opened in a closed Rambler dealership in Hollywood in 1957. The site is now a Toyota dealership. In 1958, its first year of sales, Toyota sold just 288 vehicles 287 Toyopet Crown sedans and one Land Cruiser. Last year, Toyota sold more than 2.2 million vehicles in the U.S.
The U.S. branch picked Los Angeles for its first headquarters because of proximity to the port complex where it imported cars and easy airline access to Tokyo. As Toyota grew, it opened its national sales and marketing headquarters in Torrance in 1982. The complex, built where its parts distribution warehouse was once located, now has 2 million square feet of office space. But today, about 75% of the Toyota branded vehicles sold in the U.S. are built in America many of them at plants in Texas, Mississippi and Kentucky.

The median household income in Plano is $79,234, according to the U.S. Census Bureau,
nearly 60% above the national average, and 8.1% of residents are below the poverty line,
compared to a national rate of 15.1%.
The city is also home to a number of Fortune 500 companies.
Plano is a very clean, affluent suburb with no inner city per se, says John Worrall, head of the criminology program at the University of Texas at Dallas. Plus it has one of the few police departments in the U.S. that require four-year degrees. I dont know that there is research to back up its making things safer, but it makes Plano unique.
