SADDAM had NO problem signing the 1991 CEASE FIRE that he agreed to abide by and if he didn't the Cease Fire would be broken and the 1991 War continue.

Saddam didn't pay his rent... i.e. he didn't keep his part of the CEASE FIRE!

So the 1991 CEASE FIRE he agreed to was broken and fighting RESUMED in 2003!

After 13 years of UN resolutions, warnings.. and it would have probably continued to this day
