Cohen had already pleaded guilty to purposely circumventing campaign finance law to make the payments and said he did so at the direction of and coordinated with Trump. Trump has denied that he knew where the money was coming from and that he had anything to do with the decision to pay off the women.

Since Cohen's is acting on behalf of Trump this would make him guilty of the same violation Cohen has pled guilty to. Furthermore either Trump or Cohen is lying.
