The court cited standing, lack of sufficient evidence, redress of grievances overly broad, being unable the grant relief. Some of the cases were withdrawn by the plaintiff. Etc,etc.

The point is every ruling a judge makes is "procedural" if you want to look at it that way.

For instance in one of the cases the judge gave 2 reasons to dismiss. That the plaintiff produced affidavits of people claiming election fraud. Finding only that affidavit insufficient to give the relief sought after. The overturning of the entire election of an entire state.

You can call that a procedural ruling. But it does discuss the merit of the evidence.
