He basically makes up crap off the top of his head (which is pretty sparse) not even caring if it is true. His followers don't seem to mind, since it is their master's voice. Think of that part as a religious thing. He obviously figures they are not worth much thought, or truth, and since they eat it up, he is probably correct. Don Quixote, can feel free to tilt at windmills for Christmas. I think he would rather have a lump of coal, as long as you don't want to use it to fire a coal fired power facility near Moro Largo.
