Lol, yea, sorta the way Jim Crow laws were not about preventing blacks from voting. After all, they never said backs can't vote. Intent of the law is certainly pertinent.

Though that was not the basis for rejection of appeal - Trump administration failed to produce concrete reason for urgency of the disruptive travel ban. Electioneering is not a good reason enough to fuck up people's lives.
