Nope, Mueller is one smart cookie....

1, you do not have to call your witnesses, some may be used, some may not, or you can use all of them.

by having Gates on the list, even though he is not really needed for the prosecution side because truly, they have a paper trail that speaks for itself, Manafort's defense team have spent their time building a case against Gates, as if he was going to be the top witness....

2, He never had plans to call him, and the reason why is because if you use a witness in the trial, then the defense can get all of the testimony that Gates has given Mueller....

And Mueller does not want to give away what Gates has told him, perhaps about the Trump Tower Pre-Meeting on the Russians or something else, of which Manafort's lawyers would pass on to Trump or others and gives the a heads up to where Mueller is going with the rest of his investigation.

Also,
The defense team can still call Gates if they want to use him as a witness, but they can not get what he told the prosecutors if the prosecutor does not use him and only the defense side calls him, and then Mueller can cross examine Gates, without having to give any evidence they gathered through Gates to the Defense.... (that does not involve this particular case)

is my understanding of it all...
