Had Russia merely stayed behind it's borders and sold oil, do you really rationally think the Netherlands, Belgium, Germany would have any interest in funding a military. The Belgians, for example, intentionally left a refugee camp in Rwanda knowing full well their 2000 charges would be raped and murdered.
