The real problem as I understand it has everything to do with salary caps placed on positions that require specialists to fill. The very same specialists the va needs to provide adaquate healthcare for our nations vets.
Remove the artificially low salary caps, pay the going rate & hire the specialists. Problem solved.

Veterans would fail to receive essential care.”
