Forums are for venting ranging from personal beliefs to sewing views that will illicit responses even if personally one does not believe those views. The truth is we all must not bring the worse that can come here to reality. There has to be enough good in people to bring sway over those who have to much bad in them. So if you see a person passed out on the street, do you help that person or do you let him lay in his distress? Humanity is on trial here also.
 
Bow to the master (tramp) and you state will get needed supplies. I expect drastic cuts to all social programs due to the stimulus that congress is working on and esp Democratic governor's states.

Hospitals in New York are running short. To his credit, Gov. Andrew Cuomo is doing his best, but he admits “you can’t find available ventilators no matter how much you’re willing to pay right now, because there is literally a global run on ventilators.”

It’s a little late. Several years ago, after learning that the Empire State’s stockpile of medical equipment had 16,000 fewer ventilators than the 18,000 New Yorkers would need in a severe pandemic, state public-health leaders came to a fork in the road.

They could have chosen to buy more ventilators to back up the supplies hospitals maintain. Instead, the health commissioner, Howard Zucker, assembled a task force for rationing the ventilators they already had.

In 2015, that task force came up with rules that will be imposed when ventilators run short. Patients assigned a red code will have highest access, and other patients will be assigned green, yellow or blue (the worst), depending on a “triage officer’s” decision.

In truth, a death officer. Let’s not sugar-coat it. It won’t be up to your own doctor.

In 2015, the state could have purchased the additional 16,000 needed ventilators for $36,000 apiece, or a total of $576 million. It’s a lot of money, but in hindsight, spending half a percent of the budget to prepare for pandemic was the right thing to do.

To be fair, governments everywhere stockpiled too little. Washington didn’t do much better: The federal Strategic National Stockpile is undersupplied to meet the coronavirus emergency.

Now the pandemic is actually here. New York’s grim-reaper rules will be applied. New York City’s deputy commissioner for disease control, Demetre Daskalakis, is anticipating “some very serious, difficult decisions.” So far, in Gotham, one of every four people with a confirmed case has been hospitalized, and 44 percent of them have needed a ventilator.

Diligent preparation and effective countermeasures are critical to mitigating future influenza pandemics. The 1918 influenza pandemic, the most severe in recent history, resulted in ≈50 million deaths globally, of which nearly 675,000 occurred in the United States (1). The 1957 and 2009 pandemics were less severe, causing ≈70,000 and 9,000–18,000 US deaths, respectively (1). The US Department of Health and Human Services (HHS) estimated (2) that 865,000 US residents would be hospitalized during a moderate pandemic (as in 1957 and 1968) and 9.9 million during a severe pandemic (as in 1918).

When severe influenza outbreaks cause high rates of hospitalization, a surge of medical resources is required, including critical care supplies, antiviral medications, and personal protection equipment. Given uncertainty in the timing and severity of the next pandemic, as well as the time required to manufacture medical countermeasures, stockpiling is central to influenza preparedness (3). However, difficulty in forecasting and limited public health budgets often constrain decisions about sizes, locations, and deployment of such stockpiles.

Mechanical ventilators are essential for treating influenza patients in severe acute respiratory failure. Substantial concern exists that intensive care units (ICUs) might have insufficient resources to treat all persons requiring ventilator support. Prior studies argue that current capacities are insufficient to handle even moderately severe pandemics and that sentinel reporting and model-based decision-making are critical for managing limited resources (46). For this reason, the United States has stockpiled mechanical ventilators in strategically located warehouses for use in public health emergencies, such as an influenza pandemic. The Centers for Disease Control and Prevention (CDC) manages this Strategic National Stockpile (SNS) and has plans for rapid deployment to states during critical events (7).

However, SNS ventilators might not suffice to meet demand during a severe public health emergency. In 2002, the SNS included ≈4,400 ventilators (8,9), and 4,500 SNS ventilators were added during 2009 and 2010. The American Association for Respiratory Care suggested the SNS inventory should increase to at least 11,000–16,000 ventilators in preparation for a severe influenza pandemic (10). The American Association for Respiratory Care and CDC (11) provide training on 3 types of SNS ventilators—LP10 (Covidien, Boulder, CO, USA); LTV1200 (CareFusion, Yorba Linda, CA, USA); and Uni-vent Eagle 754 (Impact Instrumentation, Inc., West Caldwell, NJ, USA)—to ensure proper use nationwide. In addition to the nationally held SNS, some US states maintain their own stockpiles.
 
New York State decided to go against the wishes of their HHS and not spend the money in case of a Pandemic.

The CDC didn't take the advice of the Health people either........had they ordered 10,000 stockpile it still wouldn't have been enough.

In either case.........It would have cost about 500 million.........The States and the Fed didn't want to spend the money for a WHAT IF SCENARIO..............Now if you want a high speed train.....LET''S THROW MONEY AT IT...........LOL
